With new coronavirus cases at California's highest level, California Governor Newson announced strict school rules at a news conference on Friday to prevent most students from returning to the classroom in the fall.
 
New guidelines announced by Newson require that public schools in counties on surveillance lists can not resume face-to-face instruction and must meet strict re-opening standards, due to rising cases.
 
Thirty-one of California's fifty-eight counties are currently on the surveillance list, including the state's most populous region, which means most of the state's 10,000 schools are unlikely to resume teaching in person. Schools can reopen face-to-face classes only 14 days after their county is not on state-wide surveillance lists.
 
The guide also includes requirements for personal protective equipment, social distance, distance learning, and guidance on how students should do after illness. For example, students in Grade 3 and above will need to wear masks, and students in Grade 2 and below will be strongly recommended to wear masks or masks. The faculty must keep 6 feet away from the students and check every day for symptoms. If 5% of the students in the school are sick, the school will be required to suspend classes.
 
Distance learning will also have new requirements: connectivity services and equipment for all children; requirements for daily interaction with teachers and other students, assignments comparable to face-to-face classroom assignments and courses suitable for English learners and special education students.
 
The governor's strict new rules mark a major shift in his position where before he asked local school districts and boards to decide when and how to reopen schools. In mid-august, many of California’s 1000 school districts were scheduled to return to class, while many are still finalizing plans to reopen.
 
Some school districts have said their schools will start the new semester online, including Los Angeles, San Diego, Auckland, Elk Forest, San Francisco and Long Beach.
 
The news came after the announcement earlier this week that Los Angeles and San Diego, the state's two school districts, planned to teach online throughout the fall.
