After the phases of “Desktop research”, answering research questions, several rounds of voting, cases collecting and so on, the report, which was made with the method of Delphi by the “2017 Horizon Project China Experts Panel” composed of 85 experts at home and abroad, finally identified the nine key trends accelerating technology adoption, nine significant challenges impeding technology adoption and twelve important developments in educational technology in Chinese higher education.
