In the past two years, the state has attached great importance to smart education and intensively issued relevant policy documents to vigorously promote the construction of smart education demonstration areas. In April 2019, the Ministry of Education selected 8 smart education demonstration zones of establishment including Xiongan New District and Changsha City, Hunan Province, and 2 smart education demonstration zones of preparation, including Suzhou City, Jiangsu Province and Qingdao City, Shandong Province.

How to promote the co-construction and sharing of resources of all parties in smart education? How to enable artificial intelligence and programming education to empower smart education? On June 23, People's Daily Online and the National Institute of Computer Education of Higher Education Institutes held an online seminar on “Creating a New Ecology of Smart Education”, inviting representatives of local governments in the Smart Education Demonstration Zone, experts in smart education and education informatization, and representatives of outstanding enterprises. Dean Huang was invited to attend the seminar to discuss the emerging questions for smart education construction in the post-pandemic time.
When introducing the construction of the smart education demonstration zone, Dean Huang said that the smart education demonstration zone is an important part of the "Education Informatization Action Plan 2.0". It is a project for the creation of a smart education demonstration zone. The core of this project is to improve the information literacy of teachers and students. The ten demonstration areas have now gone through four stages of construction work: planning; start-up; implementation; being included in the scope of smart city construction. Each demonstration area has its own achievement and contributions, and there are many good experiences worth promoting during the pandemic.

Speaking of the space for improvement in AI-empowered education reforms, Dean Huang pointed out the three core values of artificial intelligence to promote education are: serving students, reducing the burden of teachers, and optimizing educational management. The development of artificial intelligence education faces three challenges: policy-making processes, talent development, and ethical problems. Dean Huang mentioned the importance of computational thinking while the core content of information technology courses (information awareness, computational thinking, digital learning and innovation, and informatization social responsibility) deserves to be paid more attention to. If the students' information literacy and IT skills lag behind, the effect of “Disrupted Classes, Undisrupted Learning” will be compromised. Not only in our country but also in the world, there are similar reports on technologically disadvantaged groups, which must be taken seriously in primary and secondary schools. Our Smart Education Demonstration Zones have done a good job in these aspects.

During the post-epidemic period, online teaching faced various crises and challenges. Dean Huang pointed out that the problems currently encountered are mainly reflected in four aspects: network lag in online learning, insufficient self-discipline of students, insufficient teaching skills of teachers, and insufficient resource reserves. The Ministry of Education attaches great importance to the learning needs of students during the epidemic, and there are many practices that are worth promoting globally. During the epidemic, the Ministry of Education issued a large number of relevant policy guidance on “Disrupted Classes, Undisrupted Leaning” and deployed a large number of tasks, such as thematic classes, classrooms with famous teachers, and classrooms at famous schools. The Smart Learning Institute of Beijing Normal University summarized China’s experience of“Handbook on Facilitating Flexible Learning during Education Disruption: The Chinese Experience in Maintaining Undisrupted Learning in COVID-19 Outbreak”and “Guidance on Active Learning at Home during Educational Disruption: Promoting Student’s Self-regulation Skills in COVID-19 Outbreak, “Guidance on Flexible Learning during Campus Closures: Ensuring Course Quality of Higher Education in COVID-19 Outbreak”, “Guidance on Open Educational Practices during School Closure: Utilizing OER in COVID-19 Pandemic in line with UNESCO OER Recommendation”, “Personal Data and Privacy Protection in Online Learning: Guidance for Students, Teachers and Parents”. These guidebooks are published in multiple languages ​​and have been shared in more than 180 countries through UNESCO. They have provided guidance and demonstration for education researchers and practitioners at all levels in various countries. In the post-epidemic era, we need to optimize these experiences into daily teaching.

Dean Huang pointed out that the Smart Education Demonstration Zone has put forward many new requirements in the construction of smart campuses, including digital campuses, online learning education and teaching methods, teacher training platforms, and teaching resources. The Smart Education Demonstration Zone should have its own solutions in these aspects.
